California Mandates Verified Voting

In June, California approved standards for a paper record of electronic votes. It is the first state to do so; electronic voting machines must comply by 2006. Manufacturers and disability groups have fought the paper trail requirement. However, at least 20 states are considering the requirement so that local election officials have something to count in a recount situation.
