What's Wrong With This Picture?

MSNBC reports (1:26 a.m. ET Sept. 2, 2005) that New Orleans Police Chief Eddie Compass said, of the area around the Convention Center: "Tourists are walking in that direction, and they are getting preyed upon."

Tourists?

In the next paragraph, the reporter says that "Nagin gave the refugees permission to march across a bridge to the city’s unflooded west bank for whatever relief they could find."

So tourists can walk around downtown New Orleans (after dark?) but refugees have to get permission to cross a bridge to get out of the flooded area? Does anyone else feel dissonance here?
