Republicans: Katrina Illustrates "Failure"

It's rare when the party in power issues criticism -- but that's the case with a 11-member House select committee composed of Republicans charged with investigating government response to Katrina. Coming on the heels of Michael Brown's testimony last week, the Committee releases its report Wednesday. DHS Chief Michael Chertoff testifies before the Senate on Tuesday. News media are publishing stories based on preliminary or advance copies of the House report and are also reporting that Chertoff is restructing FEMA.
