In 1964, the Senate approved (73-27) the Civil Rights Act under the leadership of Sen. Hubert Humphrey (D-MN) and President Lyndon B. Johnson (D-TX). In 1865, Union Maj. Gen. Gordon Granger announced to the citizens of Galveston, TX that the Civil War had ended and that all slaves were free; the annual celebration is called "Juneteenth." In 1862, Congress prohibited slavery in United States territories.
