More Oddities on the Postal Bill

About's Guide to US Government Info, Robert Longley, points out new information in a comment on the post outlining President Bush's signing statment. It just so happens that the "new" language in HR 6407 is a copy-and-paste from Title 39 of the US Code.

So ... why replicate that language in this bill (it's exact). Remember, in late 2005 we learned about the controversial warrantless wiretap program. Cynical minds might think that such a move from the lameduck Republican Congress enabled President Bush to use a signing statement to announce that the executive branch isn't bound by the existing law.
