Voting System Certification Program Needs Work

According to the GAO, the Election Assistance Commission (EAC) has not established an "effective and efficient repository" of certified voting systems that state and local government officials can use to verify that they are using (or getting ready to buy) an EAC-certified system. (pdf)

As a result, states and local jurisdictions are "at increased risk of using a version of a system during an election that differs from the certified version." Moreover, EAC -- created by Congress after the 2000 election -- does not have a either "documented plan or requirements for a permanent solution." That means election officials are in a quasi-permanent state of limbo.
