The House Ethics Committee has found that Majority Leader Tom DeLay (R-TX) broke House rules by offering a quid pro quo to Rep. Nick Smith (R-MI). The Committee chastised him in 1999 for another matter. This current action is unrelated to ethics questions posed by having aides and associates indicted by a Texas Grand Jury.
