A career government lawyer, on 1 November 2005, Paul McNulty became acting attorney general for the Department of Justice. He was confirmed on 17 March 2006.
In February 2007, McNulty testified under oath to Congress about the mass firing of several United States Attorneys, ostensibly for poor performance.
Subsequent testimony revealed McNulty's testimony to be less than fully accurate. For example, since early 2005, staff at Justice and the White House had been compiling a list of USAs deemed "not loyal" to the Bush Administration. McNulty was apparently unaware of this effort.
McNulty announced his resignation on Monday 14 May 2007.
