The son of Edward and Fran Foley, Congressman Foley was born September 8, 1954, in Newton, Massachusetts. He moved to Florida at the age of three and has lived in the West Palm Beach area ever since. Southern Florida's sixteenth congressional district includes residents of Charlotte, Glades, Hendry, Highlands, Martin, Okeechobee, Palm Beach and St. Lucie Counties.
Prior to his public service, 20-year-old Foley launched a small family restaurant in Lake Worth. He later started a catering business and began an independent real estate business. At 23, he was appointed to the Lake Worth City Commission and served as Vice Mayor from 1983-84.

At the beginning of the 106th Congress, Congressman Foley was appointed to the powerful House Ways and Means Committee. He plays an important role in reforming the tax code, providing tax relief, expanding trade, seeking solutions to save social security, shoring up Medicare, reforming welfare, and addressing child safety issues.
In addition to his committee assignment, Congressman Foley serves as a member of the House leadership as a Deputy Majority Whip. He is also Co-Chairman of the Missing and Exploited Childrens Caucus and Co-Chairman of the Travel and Tourism Caucus.

He has also cosponsored legislation toughening the penalties levied at those who hurt children and, most recently, has joined forces with the Administration and Congress to fight child predators. His Sex Offender Registration and Notification Act, which has passed both the House and Senate, will overhaul the way we track and monitor predatory pedophiles. He has also introduced and cosponsored legislation designed to eliminate child pornography and exploitive child modeling web sites.
Aftermath
On 2 October, AP reported that Foley had checked into a rehab center. His statement, in part: "Painfully, the events that led to my resignation have crystalized recognition of my long-standing significant alcohol and emotional difficulties," he said. "I strongly believe that I am an alcoholic and have accepted the need for immediate treatment for alcoholism and other behavioral problems."
