The draft version of HR 1 - 111th Congress, as downloaded from the House Rules Committee, characterizes the expenditures as "emergency" spending to get around pay-as-you-go restrictions. Note that the Congress did not pass a fiscal 2009 budget in calendar 2008.

U.S. Department of Agriculture - $35.872 billion ++

  • $253 million - buildings and maintenance
  • $245 million - modernize IT system
  • $400 million - watershed and flood prevention
  • $5,838 million - rural community development
  • $1,800 million - loan modification
  • $22,129 million - rural housing insurance fund
  • $500 million - rural housing loan modification
  • $2,825 million - Rural Electrification Act broadband grants
  • $100 million - Women, Infants and Children nutrition program
  • $150 million - emergency food assistance
  • $150 million - state administrative expenses associated with the food programs
  • Block grant food program for American Samoa and Puerto Rico increased to 113.6 percent of June 2008 value of "thrifty food plan" - blank check
