What is America's foreign policy purpose in Iraq?

In an August 2006 press conference Monday, President Bush said that the "main reason" America "went into Iraq" was that "we thought he had weapons of mass destruction." In his next breath, he links Saddam Hussein with 9-11, imagining him "stirring up even more trouble in a part of a world that had so much resentment and so much hatred that people came and killed 3,000 of our citizens."

In May 2004, a year after declaring "mission accomplished," President Bush unveiled a five-stage plan "to help Iraq achieve democracy and freedom," which included forming an Iraqi government. Although a government was formed, peace did not come and American soliders found themselves serving longer tours of duty. In January 2007, President Bush launched a new strategy in Iraq, troop escalation.
