What Is A Signing Statement?

Definition: A signing statement is an addendum issued by the President that accompanies the signing of a law. Those that deal with how the executive branch plans to enforce the law -- those that are de facto line item vetos -- are often controversial. In the US, their legal status remains uncertain.
