Iraq Study Group Report

A bi-partisan effort, the Iraq Study Group provided an independent assessment of the situation in Iraq in a report released 6 December 2006. The ISG was initiated by Congress and agreed to by the White House.

Leadership:
As with most bi-partisan groups, the ISG had co-chairs:
  • Republican James A. Baker, III, former secretary of state under the elder Bush presidency and secretary of the treasury for President Ronald Reagan. He also led presidential campaigns for Ford, Reagan and Bush from 1976 to 1992.
  • Democrat Lee H. Hamilton, former congressman from Indiana, where he was chairman and ranking member of the House Committee on Foreign Affairs. More recently, he was vice-chairman of the National Commission on Terrorist Attacks Upon the United States (the 9-11 Commission).
Other members:
  • Lawrence S. Eagleburger, Republican, former secretary of state under the elder Bush
  • Vernon E. Jordan, Democrat, former advisor to President Clinton
  • Edwin Meese III, Republican, former attorney general for President Reagan
  • Sandra Day O’Connor, Republican, former Supreme Court Justice, appointed by President Reagan
  • Leon E. Panetta, Democrat, former White House chief of staff for President Clinton
  • William J. Perry, Democrat, former secretary of defense for President Clinton
  • Charles S. Robb, Democrat, former Governor of Virginia
  • Alan K. Simpson, Republican, former Senator from Wyoming
Rep. Frank Wolf (R-VA) was the impetus behind the ISG, which was launched on 15 March 2006. They met with President Bush on 14 June. They consulted 136 people in the course of their research, including Iraqi officials; all senior members of the Bush Administration (J. Bolton, Bush, Cheney, Hadley, Rice, Rumsfeld) ; the Chair of the Joint Chiefs of Staff; various members of Congress; former executive office officials (Albright, Clinton, Kissinger, Powell, Schultz) ; and non-government officials such as Arthur Keys Jr, William Kristol and George Will.
