Read the Fine Print!
Federal legislation is too long, too complicated and, too often, unread before a vote.
The latest example of an "unintended consequence" is playing out on college campuses across the country as the price of birth control pills at university health centers skyrockets; in some cases, prices have quadrupled.
What happened? Congress passed a bill (Deficit Reduction Act of 2005) designed "to reduce Medicaid abuse." It accidentally (reportedly an "oops" moment akin to a typo) "ended a practice by which drug manufacturers provided prescription contraceptives to the health centers at deeply discounted rates." [Also, in 2005: the US Patriot Act changed rules on US Attorneys, a change deliberately slipped in during conference.]
Which students are affected? Those not covered by parental insurance or not covered by their own insurance. In other words, the students who have to pay cash for medical services.
Rep. Joseph Crowley (D-NY) has introduced a bill that would reinstate the prior policy. In the meantime, students would be wise to check out the closest Planned Parenthood office.
And Congressmen should read the #@$*! bills before voting!
